Gregory Putnam
  • Founder

    Todd Donovan launched Freedom Hill Consulting (FHC) in the spring of 2021 after serving for 20 years in the Derry Fire Department and retiring as a Lieutenant. He has been involved in emergency services organizations for 34 years, starting as a volunteer and then working as a paid on-call through career services. Todd has also been a paramedic for 31 years.

    Todd accomplished several significant achievements during his tenure at the Derry Fire Department. He became a Designated Fire Officer through the Center for Public Safety Excellence. He managed the department's data strategy, developed a peer-to-peer mental health program, was a comanager for CFAI accreditation, and conducted practical leadership classes. Todd also served in various other capacities during his time with the department.

    Todd is a national keynote speaker on first responder mental health, earning two Meritorious Service Medals for significantly impacting the Fire Service or Emergency Medical Services in New Hampshire and beyond.

  • Project Manager

    Gregory Putnam became a Project Manager at Freedom Hill Consulting in 2023. He helps clients nationwide with ImageTrend customization, optimization, and data reporting. Gregory has worked in the fire service for over 20 years as a regional dispatcher and Communications Team Leader for the regional hazardous materials response team. He has extensive experience working with computer-aided dispatch software and records management systems. Gregory has earned several awards throughout his career, including the Trainer of the Year from the Atlantic Chapter of the Association of Public Safety Communications Officials (APCO) and the Veterans of Foreign Wars National Dispatcher Public Servant Citation. He played an instrumental role in obtaining his department's prestigious APCO Agency Training Program Certification.
